• who enjoy the Free Passage Scheme; and (d) the earlier pensions

when men are still young enough to earn a living, I have come to

the conclusion that no increase in the rates of pay or in pensions

is necessary.

On the other hand I am of opinion that the

comparatively lower salaries of the Police all of whom have not the opportunity of earning extra allowances compared with Sanitary Inspectors, Overseers in the Public Works Department and Revenue Officers justifies the grant of the privilege of drawing full pay for 6 months of the usual term of 9 months leave, all of which is under present conditions on half salary, in the case of men who have completed 10 years service.

In practice this privilege would be enjoyed

by men going on leave after the second term of 5 years service during which man usually marry and it is calculated that it would entail an annual expenditure of £756 for the next five years.

I have made enquiry and find that during the last five years one Lance Sergeant, four Full Sergeanta and two 2nd. Class Inspectors, all married men, have foregone their leave when it became due on the ground, as I am assured, that they could not afford to take it. On the other hand an examination of the leave register of the Sanitary Inspectors and Overseers in the Public Works Department shows that those officers have since the institution of the Free Passage Scheme taken their home leave

regularly.

These facts seem to justify the indulgence indicated in paragraph 5 above, and I have accordingly to recommend that it be extended to the European Police.
